There are three e-book formats that master a fixed layout: EPub 3, mobi and PDF. Not all support all features and not all software interprets them correctly.
For the best display and the most pleasant reading experience, we currently recommend the built-in reader of Apple’s iPad, which uses EPub 3. For readers not using iOS or MacOS devices, there are EPub 3 alternatives such as Azardi or Adobe Digital Editions (both for Windows), Publiwide Reader or Infinite Reader (both for Android)

Kindle supports also fixed layout with the Fire series in the housegenious mobi format. The purchase or download also works with Kindle’s own Silk browser. With newer Fire Tablets, the WPS Office will hijack the mobi format if it was not purchased directly from Amazon. WPS Office does not support a fixed layout. With the ES File Explorer you can pass the file format back to the Kindle reader. If you use Kindle software on other devices e.g. Android or Windows or iOS), you may need to move the downloaded file to the Kindle directory.
With all operating systems the somewhat less comfortable interactive PDF is an alternative.
